Abstract: As a result of Congressional legislation, the Department of Transportation (DOT) Office of Pipeline Safety proposed the Pipeline Safety: Qualification of Pipeline Personnel - 49 CFR Parts 192 and 195 rule. The pipeline industry worked closely with DOT to have the rule be structured as a performance based rule. The rule places the compliance responsibility on the Operator. The rule became law in October 1999.
