Abstract: In considering The Future of Federal Involvement in Pipeline Damage Prevention Programs, I believe there are essentially two avenues of approach available if the Federal Government were to choose to become more involved, The first would be the possibility of Congress enacting new legislation mandating Federal involvement and the second would be for a present arm of the Federal Government, which has existing regulatory authority, promulgating additional rules. The latter would be such as the Department of Transportations (DOT) Materials Transportation Bureau (MTB) which has statutory authority under the Natural Gas Pipeline Safety Act for pipeline safety and who did so on April 21, 1982 with their final rule on Damage Prevention Program (CFR 192.614).
