Abstract: This paper presents an approach to the solution of perhaps the most common problem in meter economics: given a meter in need of major repair, should it be repaired or replaced? The approach requires a minimum of basic data, and once the basic data is assembled, decisions on a case-by-case basis require only a few simple calculations. In this paper the percent condition approach will be presented, along with the techniques necessary to calculate the basic data needed.
