Abstract: As a result of the Civil Rights Act of 1964, subsequent Executive Orders, and State Equal Opportunity Legislation, employment practices have been reviewed and revised by many employers. Federal guidelines now require that all selection testing procedures be validated or proven if they adversely effect the employment opportunities of females or minorities. Since the development and validation of tests are relatively complex, time consuming, and expensive many companies have elected to Slop preempioyment testing and have adopted a quota system of hiring. Although a quota system of hiring may be the expedient way of achieving compliance with the Civil Rights Act it also results in numbers of newly hired employees with an unknown potential for ultimate success in their job.
