Abstract: One of the goals of the System Protection Committee since its beginning has been to collect, develop, and disseminate technical data and information especially related to damage by outside forces. In the fiscal year of 1977-78 the committee decided to study various means to develop useable measurement tools to evaluate the effectiveness of third party damage prevention programs. In the year of 1978-79, the committee developed a possible measurement tool to evaluate third party damage effectiveness and requested the System Protection Committee member companies to begin submitting data.
