Abstract: The natural gas industry has experienced both shortages and increasing commodity costs over the past ten years. These events strongly suggest that the era of inexpensive energy supplies no longer exists. There are few leaders In the industry who doubt that increasing gas cost will trigger a demand for greater measurement accuracy. For those of us who are directly involved, recent developments have made the problem of accurate measurement even more complex. This problem was created when the National Energy Act of 1978 switched the primary basis for sales from a volumetric basis to an energy basis. As a consequence of these changes, the W.Va. Commission is currently re-evaluating its policies related to measurement practices and gas accounting procedures.
