Abstract: Before discussing calibration and testing meters we should first att empt to define these activities: Calibration is formally defined by BIPM as an Op eration that, under specified conditions, in a first step, establishes a relation between the quantity values with measurement uncertainties provided by measurement standards and corresponding indications with associated measurement uncertainties (of the c alibrated instrument or secondary standard) and, in a second step, uses this information to establish a relation for obtaining a measurement result from an indication. 1 In reality this implies that calibration is really a comparison of two methods, one o f which is an accepted standard , using measurement uncertainty of the methods to define that comparison.
