Abstract: Public Utilities have come under strong demands by regulating agencies and customers to be accountable for quality of service, financial management and efficiency of operation. Department Managers at all levels are seeking means to cope with growing complexities of accountability. Accurate and timely data are fundamental to the management process of planning, organizing, staffing, directing and controlling and Transportation is among those departments that require vast amounts of information for efficient operation, As a result of the sheer magnitude of the data required for decision making, more advance electronic and mathematical means have had to be developed to process this information. Computer Systems are now available to provide the storage and retrieval of vast amounts of data and for the mathematical interpretation of such data.
