Abstract: Current Order 4 ? LACT systems require Automatic Temperature Compensator ATC/ATG. ? PD meters only. ? Proposed 3174. ? The operator must notify BLM Authorized Officer (AO) within 24h rs of any LACT system failures (3174.7). ? Automatic temperature compensators and temperature and gravity compensators are prohibited and must use temperature averagerinstead (subpart 3174.7). ? Allows Coriolis meters in lieu of PD meters (subpart 3174.9). ? S&W requirements (Subpart 3174.8) ? Area of concern: ? The AO notification time is to short. ? Use of temperature averagerwould require the submission of a va riance or replacement. ? Coriolis meters are not part of the required equipment for LACT systems according to Subpart 3174.8. Subpart 3174.8 number 7 only lists PD meters. ? New S&W requirements will only allow the use of S&W monitors th at are internally plastic coated capacitance probe. Definition of S&W monitor is too specific.
