Abstract: In 1994, a challenge was presented by the Regional Manager of the Gas Services Group to develop a new bidding process. The process would have to focus on decreasing costs, increasing bidding speed, and improving the overall quality of the work being performed Previously, all contracted work was awarded using either the sealed bid process for work packages in excess of 100,000 or a units contract that was awarded every three years.
