Abstract: The Operator Qualification Program stems from a mandate in 1992 and continues through present Pipeline Safety Acts. Congress concerns, accidents , and the Pipeline Safety Acts of 1992 and 1996 regulations were developed addressing Operator Qualification. The Pipeline Safety act of 1992 included language for requiring that all personnel responsible for operation and maintenance of pipeline facilities be tested for proof of their qualifications concerning tasks associated with operating and maintaining pipeline facilities.
