Abstract: The theory and operating principle is presented explaining how a dual-rotor turbine meter can operate as both a conventional flow meter and as a prover that measures the accuracy of the meter while under actual operating conditions. The proving principle is based on the wellknown transfer proving method where the upstream rotor serves as the test meter and the down stream rotor serves as the transfer standard.
