Abstract: Conrcial voltmeters presently available are generally not capable of measuring with high accuracy the true RMS value of voltages at frequencies below 10 Hz. A new instrlnent has been developed and tested which is capable of measuring the true RMS voltage of %OOimately sinusoidal waveforms from 2 mV to 10 V with frequencies between 0.1 HZ to providk This new instrument is designed to have a very shortsettllng time as well as measurements of the RMS value of the ac component of the signal, the frequency, and the harmonic distortion of the signal, features which are not available OR previous instruments.
